October 15, 2025 • General, Why FSL?
This year has seen several new rules set by the Department of Transportation. Most recently, U.S. Transportation Secretary Sean P. Duffy announced a restriction on eligibility for non-domiciled CLPs and CDLs. This impacts 200,000 non-domiciled CDL holders and 20,000 non-domiciled CLP holders. While these new restrictions will be disruptive to capacity early on, we fully believe this will be good for the overall health and safety of the industry.
The USDOT has ordered a pause on the issuance of non-domiciled CLPs and CDLs, and those who are already in possession of these permits and licenses face stricter rules for renewal. This choice comes in the wake of the FMCSA’s audit of non-domiciled issuances. The “FMCSA identified at least five fatal crashes involving non-domiciled CDL holders” with “at least two of these drivers being improperly issued a CDL, while others held CDLs that complied with the regulations in place at the time of issuance but would not be eligible for a non-domiciled CDL under the revised regulations.” As the current administration continues its focus on roadway safety, expect more restrictions and regulations to come.
